NUCA WEIGHS IN ON HEALTHCARE WITH SENATE MINORITY LEADER
On Thursday, a select-few contractor organizations involved with the Small Business Coalition for Affordable Healthcare (SBCAH) participated in an invitation-only conference call with Senate Minority Leader Mitch McConnell (R-KY) to discuss the status of the Senate healthcare reform. Referring to the bill as "a 2000 page monstrosity," Sen. McConnell quickly made it clear that the current bill is "unfixable," and that the only way to move forward is to stop debate and "start over again." McConnell specifically noted ongoing opposition to several provisions in the bill from Sens. Ben Nelson (D-NE) and Jim Webb (D-VA), two senators critical to the ongoing deliberations, as Democrats continue the search for the 60 votes needed to end debate and bring the bill up for a final vote.
Addressing the "employer mandate," which requires many employers to provide and contribute to health insurance to their employees, NUCA President Lyle Schellenberg of Armadillo Underground in Salem, Oregon asked the Minority Leader about the prospects of a troubling amendment being contemplated by Oregon Democrat Sen. Jeff Merkely. The word from key insiders is that Sen. Merkely might offer an amendment to reduce the exemption from the employer mandate for small businesses from those with 50 employees or fewer down to those with six or fewer employees. Sen. McConnell responded by saying several senators are working to ensure that this amendment would "not even be brought up for a vote" if it is in fact introduced. McConnell added that there are amendments in the works to eliminate the employer mandate altogether. CWC RECOMMENDS MERIT-BASED WATER INFRASTRUCTURE INVESTMENT IN PENDING JOBS BILL
 On Tuesday, President Obama laid out his latest proposal to reduce the nation's double-digit unemployment rate, and made it clear that job creation will be "job one". The president's plan builds on efforts included in the economic stimulus legislation enacted in February, but focuses on tax incentives for small business and infrastructure investment. Of interest to NUCA, the Obama proposal includes a one-year elimination of capital gains taxes in small business stock; tax cuts for hiring personnel in 2010; extension of accelerated depreciation of certain capital purchases; and $50 billion invested in surface transportation, rail, and water infrastructure.
Importantly, the infrastructure investment provisions in the president's plan would allow projects to be "based on merit" and leverage money through a combination of grants and loans. NUCA and the Clean Water Council (CWC) sent a letter on Wednesday to Reps. Marcy Kaptur (D-OH) and Candice Miller (R-MI), who lead the House "Jobs Now!" Caucus, which is playing a lead role in developing a new jobs bill. In the letter, the CWC suggested that a $20 billion investment in water and wastewater infrastructure "has the potential to put hundreds of thousands of Americans to work while refurbishing critical environmental infrastructure at the same time." The letter noted that "despite the national unemployment rate dropping to 10.0 percent in November, the construction industry remains hard hit by the economic downturn and has the highest unemployment rate of any industrial sector at 19.4 percent." The CWC pointed at state Intended Use Plans (IUPs) and Project Priority Lists (PPLs) that include tens of billions in water infrastructure projects that would qualify as "based on merit." The letter underscored the point, stating "Recognizing that the total value in projects from 2010 state IUPs and PPLs exceeds $50 billion, inclusion of $20 billion for water and wastewater infrastructure in a new "jobs bill" would be a sound government investment to get Americans working again."
